STUDENTS UNION & SISTER ASSOCIATIONS

STUDENTS UNION

Objectives:

  • The Lingaraj Law College Students’ Union shall be the sole tribune of students’ opinion inside the teaching Departments of the College.
  • The objectives and functions of the Students’ Union:
  • To organise discussions on general culture, academic, national and international problems.
  • To organise debates.
  • To invite eminent persons to address the Students’ union and
  • To take up such other curricular and co-curricular activities concerning the students as are proposed by the students union and approved by the Lingaraj Law College in consultation with the Advisor.

Membership:

  • Every bonafide student of the Lingaraj Law College pursuing a full-time LL.B course is a member of the Students Union and other Associations. Further, no one is a member of the Students Union/Associations, if:
  • His/her name has been struck off from the rolls of the college.

Executive Committee:

  • There shall be an executive committee of the Students Union consisting of:
  • The President
  • The Vice-President
  • The Secretary
  • The Assistant Secretary
  • One representative (student) from each class of Pre Inter & Final law.

Advisor:

  • There shall be an Advisor appointed by the Principal. Lingaraj Law College from among the members of the teaching staff.
  • There shall be Associate Advisor nominated by the Principal, Lingaraj Law College in consultation with the Advisor.
  • The Advisor and his Associate shall be present at ordinary meeting of the Students Union. He will assist, by helpful suggestions for proper conduct of the meetings of the Union.
  • The Advisor may, if he is unable to be present at the meeting, request the Associate Advisor to take his place and such a person will discharge all the functions of the Advisor.
  • The Advisor can preside over a meeting if specially requested by the President.
  • The ruling given by the Advisor shall be final.
  • The Advisor shall have the power to convene the extraordinary meeting of the Executive Committee or of the general body whenever he deems necessary with the approval of the Principal, Lingaraj Law College.
  • No meeting of the Executive committee or General Body shall be held in the absence of the Advisor or his Associate.

The President:

  • Any member of the Union is eligible to contest for the post of the President of the Students Union subject to fulfillment of the eligibility rules prescribed for the purpose.
  • The President shall preside over all meetings of the Union at which he is present. He shall be responsible for the maintenance of order and proper interpretation of the rules.

The Vice-President:

  • Any member of the Union is eligible to contest for the post of the Vice-President of the Students Union subject to fulfillment of the eligibility rules prescribed for the purpose.
  • In the absence of the President, the Vice-President shall assume all his rights and discharge all his duties.

The Secretary:

  • Any member of the Union is eligible to contest for the post of Secretary of the Students Union subject to fulfilment of the eligibility rules prescribed for the purpose.
  • The Secretary shall arrange debates, give notices of all meetings held under the auspious of the Students Union.
  • The Secretary shall record the minutes of all the meetings, whether annual, ordinary or extraordinary.
  • The Secretary shall select the topic for the debates in consultation with the President and the Advisor.

Assistant Secretary:

  • Any member of the Union is eligible to contest for the post of Assistant Secretary of the Students Union subject to fulfillment of the eligibility rules prescribed for the purpose.
  • The Assistant Secretary shall assist the Secretary in discharging of his duties and in his absence will discharge all his duties.

Election:

  • Once in the beginning of each academic session on such date as may be fixed by the Government of Odisha the election of the office bearers of the Students Union and Sister Associations shall be held.
  • Principal, Lingaraj Law College may appoint an Election Committee to regulate and conduct the elections as per the provisions of this constitution and the election rules prescribed for the purpose from time to time. The election committee shall start functioning from the date of its notification till the entire process of election is over.
  • The Election Officer shall be notified by Principal.

Vacancies in Office:

  • The office bearer shall hold office for the entire Academic Session unless they Cease to be the students of the Lingaraj Law College concerned.
  • The office bearer shall hold office for the entire Academic Session unless they Voluntarily resign in writing addressed to the Principal, Lingaraj Law College.
  • The office bearer shall hold office for the entire Academic Session unless they are removed from the office as provided in rule 10(b) below.
  • Any office bearer may be removed from office if he fails to discharge his duties properly by a vote of no confidence passed by majority of 2/3rd of the members of the students union present at any extraordinary general body meeting called for the purpose.
  • In the event of office of any major post of office bearers falling vacant within two months of elections, re-elections should be conducted, otherwise the Vice-President may be promoted to the post of President and the Assistant Secretary to the post of Secretary, as the case may be.
  • Notwithstanding anything in the foregoing provisions if a vacancy occurs due to some unforeseen cause, the Executive Committee of the Union shall elect a person from among themselves to discharge the function of the office fallen vacant subject to the approval of the Principal, Lingaraj Law College, When the Executive Committee is unable to meet, the Principal, Lingaraj Law College in consultation with the Advisor shall nominate a person to discharge the function of the office bearers concerned.

Meeting:

  • Oath taking ceremony of the office bearers of the Union shall be held on such date as the Principal, Lingaraj Law College may fix soon after the elections are over. Henceforth the office bearers shall assume office. The Principal, Lingaraj Law College or his nominee shall administer the oath of office.
  • Ordinary meetings of the Executive Committee shall be held as may be deemed necessary and such a meeting shall be arranged by the Secretary in consultation with the President and Advisor.
  • The Secretary shall be responsible for issuing notices of such meeting at least two days prior to the meeting containing particularly the date and the place of the meeting, subject of the debates, names of at least four speakers of the day and the agenda, etc.
  • In the absence of both the President and the Vice-President, the members present shall elect a Chairman from among themselves by election.
  • An extraordinary meeting of the union may be convened at the discretion of the Principal, Lingaraj Law College or on the request of the President to the Principal, Lingaraj Law College with at least one day’s notice.
  • Extraordinary Meeting: Principal, Lingaraj Law College or his nominee shall preside over any extraordinary meeting.
  • Emergency General Body Meeting: If any emergency occasion occurs, the President or the Advisor may convene the meeting of the Executive Committee or of the General Body Meeting. No meeting should he held in the premises of the college without prior approval of the Principal, Lingaraj Law college.

Requisition Meeting:

  • If two-thirds majority of the members of the Executive Committee by writing to the Advisor or Principal, Lingaraj Law College request to convene a meeting of the Executive Committee, then the President or the Secretary shall convene it on such date.

General rules:

  • During debates, all general rules regarding debates and meeting shall be observed.
  • The president may call any member to ask or order any member to leave the meeting.
  • Principal, Lingaraj Law College shall be the final authority in all matters relating to the Union. He may frame rules from time to time for the smooth function of the Union.

Sister Associations:

  • No Sister Association can do anything which will go against the interest of Lingaraj Law College Students Union.

Financial Procedure:

  • The annual budget of the Students Union shall be approved and passed by the Executive Committee in the presence of the Advisor and Associate Advisor. The Secretary with the written consent of the President can draw money for Students Union activities as per the approval of the Executive Committee. The funds will be sanctioned by the Principal, Lingaraj Law College on the recommendations of the Advisor. The Secretary shall be responsible for submission of vouchers to the Principal, Lingaraj Law College through the Advisor for the funds drawn and utilised by him/her within a fortnight of the completion of the function/activities. All functions must be over by 31 May. The second advance shall ordinarily be released by the Principal, Lingaraj Law College after submission of the vouchers by the Secretary against the first advance drawn by him/her. The Secretary is liable to submit the accounts of the expenditure incurred by him before the Executive Committee and should get it approved and then submit the same to the Principal for necessary action.

Procedure of Quorum:

  • One third of the membership shall constitute quorum of the ordinary meeting of the Executive and Ordinary General Body Meeting.

Unforeseen Situations:

  • The Principal, Lingaraj Law College shall have the power to make such rules and take such decisions as he may deem fit to meet any unforeseen situation in future in connection with Students’ Union.
  • The Principal, Lingaraj Law College shall be the final authority in all matters relating to the Students’ Union and other Sister Associations. He may frame rules from time to time for the smooth functioning of the Students’ Union.

ATHLETIC ASSOCIATION

  • There shall be an association called "Athletic Association":
  • President: Principal, Lingaraj Law College.
  • Vice-President: A member of the teaching staff to be nominated by the President.
  • Associate Vice-President: One member of the teaching staff to be nominated by the President.

The above functionaries along with the teachers in-charge of different games and the PTI will act in their advisory capacity to guide the activities of the Athletic Association.

The affairs of the Association shall be managed by an Executive Committee of the Athletic Association consisting of the following office bearers:

  • Secretary and Assistant Secretary: To be elected by students of the Lingaraj Law College from among themselves at the time of election of office bearers of the Students Union (The Secretary, Assistant Secretary and student members will hold office for one academic session only.)
  • Captains of different disciplines.
  • The Duties of the Executive Committee shall:
  • To consider and approve the budget prepared and submitted by the Secretary, PTI and the Vice-President.
  • To prepare the calendar of the sports and games activities.
  • To see that all major games and field events run smoothly.
  • To be responsible for holding Tournaments and Annual Sports Meet and distribution of prizes and certificates to the best players and best athletes.
  • To strive for the improvement of the standard of the games and sports of the students.
  • The duties and powers of the President, Vice-President and other Office bearers are:
  • The President can veto any resolution passed by the Executive Committee.
  • In the absence of the President, the Vice-President shall assume all the charges and discharge all the functions of the President.
  • The Vice-President can supervise the games and can give necessary advice to PTI and the Secretary.
  • The Secretary shall in consultation with the PTI and Vice-President put up notices for games and sports and shall arrange refreshments with the help of Captains within the estimated budget provision. the PTI shall place orders for sports goods in accordance with the budget provision in consultation with the Vice-President and with the approval of the President. He shall also look into all the correspondences of the Association.
  • The Secretary can draw the money for athletic activities as per the approval of the Executive Committee and the recommendations of the Vice-President / PTI which is to the finally sanctioned by the Principal, Lingaraj Law College. The PTI shall receive the advance until the Secretary is duly elected. The Secretary shall be responsible for the submission of vouchers to the Principal, Lingaraj Law College through the Vice-President for the funds drawn and utilised by him/her within a fortnight or the completion of the function/activities. All functions must be released by the Principal, Lingaraj Law College only after submission of vouchers by the Secretary against the first advance drawn by him/her.

In the absence of the Secretary, the Assistant Secretary will carry on the work of the Secretary and in absence of both, the PTI will discharge the functions of the Secretary. A minimum of 5 (five) members will form the quorum of the Executive Committee for any sitting. The President i.e., Principal, Lingaraj Law College shall be the final authority in all matters relating to the Association. The President reserves himself the right of amending or cancelling or adding to the aforesaid rules in the best interest of the College as and when he deems it necessary.

DRAMATIC ASSOCIATION

  • There shall be an association called "Dramatic Association". The following officials shall remain in the advisory capacity.
  • President: Principal, Lingaraj Law College.
  • Vice-President: A member of the teaching staff to be nominated by the President.
  • Associate Advisor: One member of the teaching staff to be nominated by the President.
  • All students of the Lingaraj Law College shall be the members of the Association.
  • The Dramatic Association will stage dramas and organise cultural shows in consultation with the President or his nominee to develop the artistic faculty of the students.
  • The Executive Committee of the Dramatic Association will consist of the following office bearers:
  • Secretary and Assistant Secretary: To be elected by the students of Lingaraj Law College at the time of election of office bearers of the College Students Union.
  • One student representative from each class of the Pre Inter and Final Law.
  • One third members will form the quorum of the Executive Committee for any sitting.
  • The President shall be the final authority in all matters relating to the Association.
  • The duties for the Executive Committee are:
  • To consider the budget prepared by the Secretary.
  • To see that the dramas are staged smoothly.
  • To make efforts to create a healthy cultural atmosphere in the college.
  • To approve the calendar of the cultural activities.
  • To approve the annual budget of the cultural association.
  • The Secretary can draw the funds for cultural activities as per the approval of the Executive Committee and on the recommendations of the Vice-President which is to be finally sanctioned by the Principal, Lingaraj Law College. The Secretary shall be responsible for the submission of vouchers to the Principal, Lingaraj Law College through the Vice-President for the funds drawn and utilised by him/her within a fortnight of the completion of the functions/activities. All functions must be over by 31 May. The second advance shall ordinarily be released by the Principal, Lingaraj Law College only after the submission of vouchers by the Secretary against the first advance drawn by him/her.
  • The President reserves the right to amending, cancelling or adding to these aforesaid rules as and when he deems it necessary in the best interest of the students of the Lingaraj law College.
